Quantum Agents are Agents / Forces, predominantly operating at the level of Physical Reality characterized:

They are centers of causal action at the quantum domain of Physical Reality. Causal entities that produce the phenomena studied by quantum physics.

It is a level of Physical Reality where the evolution of causality has not yet been fully expressed, where uncertainty / indetermination and randomness play a very important role, where the Interactions between the Physical Structures the Information can / must be expressed by means of probability.
