This fundamental Principle is the specification at the most elementary level of Physical Reality of the more general Principle of Variation (everything that exists is in incessant mutation, variation, or better, all that exist "is" incessant variation).
The Principle of Uncertainty describes the creation of perturbations (Perturbation), of micro-gradients, in the distributions of the elementary fluctuations, the micro-gradients that compose the Elementary Action, the most basic form of Existence, the "substrate" of everything, the basic "substance" of Reality.
