The Principle of Minimum Action is the Fundamental Principle that describes describes the formation of rotational reactions, or Rotation, as a result of the interaction between translational actions, intended to retain the inhomogeneities, the anisotropies in the distribution of the elementary fluctuations, created under the principle of Uncertainty.
