It is the state of a space-time domain where the distribution of the stochastic perturbations that constitute the Elementary Action is characterized by vorticity.
This is the root of electrical phenomena.
So, in a space-time domain, as for a particle of matter or for radiation, we can identify “rotation” / “curl”, a particular form of the correlation of the distributions of the elementary perturbations of the point-events that compose that domain (Rotation).
