Quantum Agents are the Agents / Forces that operate in that part of the Physical domain of Reality in which the quantum phenomena prevail over the deterministic ones. They are "centers of causal action in the quantum realm", which create and give power to the dynamics of quantum objects (sub-atomic particles, e.m. waves, atoms, molecules, multi-molecular very small objects that exhibit a more or less quantum behavior).
Their expressions (behavior) cannot be predicted with infinite precision (es. conjugate physical quantities) due to the uncertain / not deterministic intrinsic nature of Reality described by the Principle of Uncertainty. Because of this characteristic, their behavior can be expressed in probabilities.
Quantum agents are responsible / govern the dynamics and the interactions of the Physical Structures of Information (Waves, Vortices, Interactions, Mixed Structures): quantum particles described by Standard Model and the Quantum Fields Theory (ordinary / visible matter), electromagnetic waves (ordinary / visible radiation).
They deal with quantum Action (quantum Events) and quantum Information (quantum Relations, in the form of correlations between quantum states of quantum objects).
